The Cervantes Institute and the Panamanian government signed the agreement to hold the Congress form October 20 – 23, 2013, in Panama City.

The agreement was signed by Panamanian Minister of Education, Lucy Molinar, and the director of the Instituto Cervantes, Víctor García de la Concha, in the presence of the director of the Royal Academy of the Spanish Language, José Manuel Blecua.
