(Bolivia, 1967) is one of the most influential Bolivian writers of the new generation.

He holds a PhD in Hispanic Literature and Languages from the University in California, Berkeley and is currently a professor at Cornell University.

He was a finalist for the Premio Rómulo Gallegos, was awarded the 1997 Juan Rulfo Prize for his storyDochera, and won the Premio Nacional de Novela in Bolivia (2003) for his novel El delirio de Turing.

Some of his works include Río fugitivo (Alfaguara, 1998), Amores imperfectos (Alfaguara, 1998), Simulacros (Santillana, 1999), Sueños digitales (Alfaguara, 2000), La materia del deseo (Alfaguara, 2001), El delirio de Turing (Alfaguara, 2004), and Desencuentros (Alfaguara, 2005).

He also co-edited the anthology Se habla español (Alfaguara, 2000). In 2006 he published his latest novel, Palacio Quemado (Alfaguara).
